[wp-docs] Remove Deny Access Section

I'm just considering the fact that it is, as of now, the second largest
section of that page compared to the Default Tools list. As per human
nature, an new user will read the page in this order: Q/A, Default
Tools, and Deny Access. I think it would be beneficial to move the
section to a subpage and link to it. That keeps Combatting Comment Spam
as primarily an explanation of default tools and a hub to other options.
