Excellent clarification (differentiation).  Thank you.  A menu is a 
menu is a menu.

I too am looking for consistency.  Perhaps I've done more harm than 
good by favoring "Administration Panels" over "Administration Pages", 
but I wanted to avoid the use of the word "page"; I hoped to avoid 
collision with WordPress' new Page feature.  Perhaps this is 
unecessary.

I suppose this Page/Panel nomenclature business is off topic.  A new 
thread is in order if/when we need to face the issue.
