 004 includes upgrade code. I put it in upgrade_280() since this is a patch
 for the 2.8 branch. I bumped the revision by 1. If this doesn't make it
 into an MU 2.8.4b or 2.8.5 version, you'll need to move that to WP 2.9's
 upgrade_290() function, and possibly change the DB version number it keys
 off of.

 Our 004 patch doesn't include the WP change, but that is also needed to
 any branch that this patch goes into. You can find the patch here:

 It doesn't apply cleanly, but it's pretty minor.
