 In [1939] I brought back the stripslashes() in get_option() and
 get_site_option() and it fixed the tagline on an old blog that had been
 set up pre 2.7.1.

 The slashed apostrophe was still in the tagline however so that has to be
 removed, probably by a once off "upgrade" script.
