 No matter what site the user signs up on, the blog is always added to the
 main site. You can reproduce the problem as follows:

 Go through the signup in a multi-site install on a site other than the
 main site and get an activation link like

 http://ronr.test.com/wp-activate.php?key=hash

 The new blog gets created on the main site. If you take the subdomain off
 the activation link

 http://test.com/wp-activate.php?key=hash

 The blog gets activated on the correct site.

 The attached patch will only affect multi-site installs.
