 The username auto-completion on the Site Edit page is non-functional. It
 probably should be non-functional, but the text on the page suggests it
 should be functional confusing the user.

 Replicate:

 # From wp-admin, go to Site Admin > Blogs
 # Choose one blog to edit
 # Go to Add User and start typing the name of a WPMU username
