 This is the first I've read of it, thanks for reporting. Are the plugins
 in mu-plugins or activated in the plugins folder?

 I presume it's plugins in the plugins folder as there's a check for
 WP_INSTALLING in wp-settings.php where those plugins are loaded. If the
 constant is set then no plugins will be loaded.

 Unfortunately it's a chicken and egg problem. Without that constant
 WordPress will most likely fall over when activating, and I presume the
 check is in the plugins loader because some plugins will likely fail if
 the blog db tables aren't available.

 Have you tried putting the plugins in mu-plugins?
