 I finished the plugin (called bbMuAutoBanPage for now) and tested it on
 2.8.5.2 and 2.8.4a both using subdirectories and not subdomains. Please
 let me know if this works for subdomains as well.

 It will automatically add the slug of any page created in the primary blog
 (I presume it's id is 1) to the illegal names site option. You can verify
 the functionality of the plugin by checking the banned names in the Site
 Admin -> Options under "Banned Names". The slug of any page you create in
 the primary blog will appear here. Pages created before installing this
 plugin will not be automatically added unless you edit them. You can still
 use the Banned Names option as before.

 @donncha: Could you please confirm if this works for you? Btw wouldn't it
 be wise to warn people of this issue since WP MU installs (which have set
 the "Allow new registrations" option to "Enabled. Blogs and user accounts
 can be created.") are now more vulnerable to abuse?
