 During an import, an admin has the option to create new users for the
 users found in the import file. However, these new users do not get
 created.

 There's a filter "import_allow_create_users" which returns false by
 default, and should return true when the current user is a site_admin.
 I've written a patch that I'll add that fixes it, and in my testing it
 works without any issues.
