  For some reason this 404's on my development server:  The links are
 formatted like this http://cosmicthings.com/wpsblogsdev/wp-admin/wpmu-
 sitewide-plugins.php?action=activate&plugin=bm-custom-login%2Fbm-custom-
 login.php&_wpnonce=e14cc5025a  Is this correct or is there some unforeseen
 problem?  Regardless this does not work.
