 This is somewhat related to ticket:320, however, the solution to
 ticket:320 was to only limit if the blog_id = 1.  Since this is the
 default view and the one that is often used to access the backend for
 other blogs, having the page render all users for each blog is too much.

 This especially becomes an issue with the release of BuddyPress where a
 community blog which all users can contribute to may not be the main blog
 of the site if the site already existed, potentially making the page list
 100,000+ users under this blog.
