 web.config

 the new IIS7 rewrite rules are trying to be 'created' every page load
 giving the error above "Cannot add duplicate collection entry.." etc..

 The routines for adding the ii7 rewrite rules into the web.config should
 be 'avoided' if the web.config previously exists, as well it should
 attempt to create just once, not every page load ...

 What I mean by every page load is that if I were to delete the web.config
 it would recreate it fine once then every subsequent page load would try
 to recreate it giving the duplicity error
