 The information for the active sitewide plugins is missing. Only the
 deactivate link shows up. Deactivating a sitewide plugin in order to re-
 activate it sitewide does not fix the problem. Don't know if you need to
 run the upgrade, but it doesn't work. Returns a 500 internal error.
