Comment:

 But in 2.8 the filter active_plugins and inactive_plugins don't exists. We
 plugin management has now a mixed list of acitve & inactive plugins and
 only one filter. For WPMU 2.8 we need filter "all_plugins" because else
 the users gets shown site wide plugins.
