Comment:

 I can still reproduce this.  It feels like its a caching problem.  I can
 upgrade one plugin, then all of the upgrade links are gone.  Then if I run
 the blog upgrade script the plugin upgrade links are back, but it only
 works once.  After that just have to wait a few hours at least to come
 back and see the plugin upgrade links again.
