 The Admin Bar uses a separate mo file (see load_plugin_textdomain function
 on line 55 of wordpress-admin-bar.php). On the other hand all strings are
 included in the main pot file.

 I think that the Admin Bar code should be changed and all reference to
 'wordpress-admin-bar' in the translation functions should be removed. Also
 a call to the bar's themes rtl css file should be made.
