 I don't understand.  It seems insert_with_markers is not called from
 anywhere in the core WPMU code.  And with the return in
 save_mod_rewrite_rules, it is impossible to turn on permalinks from wp-
 admin?   Is this just a temporary thing?

 (It appears that setting a static front page no longer works either, not
 sure if it is related to this)
