 Log this under 'not sure if you wanted it to work this way'.

 If you deleted a sitewide active plugin, it does not get deactivated. The
 plugin page says that it deactivated it. But that doesn't actually happen
 (obviously, with the files gone, it's not active). To demo:

 With buddypress active if you rename the buddypress folder to bp, load the
 plugins page, rename the folder back to buddypress & refresh the plugins
 page, buddypress is active.

 The other quirk is that the deactivate link is still there with no plugin
 info.
