 In wpmu-edit.php a number of times when spamming a blog the
 'make_spam_blog' action is called twice. It is already called within the
 update_blog_status() function, but there were some additional calls
 outside of the function.

 Also I removed a 'unspam_blog' action which is inconsistent and a
 duplicate of 'make_ham_blog' which is called within the
 update_blog_status() function.
