Comment:

 On a post you are correct but try it again on a page.

 Issue: Attaching file to PAGE never links directly to file always goes to
 file page.

 Tested in WPMU 2.7,2.8.1a

 Wordpress when attaching a file (ex. a PDF) always links to the file page
 and never to the file itself.  This adds an extra level of navigation to
 the user
