 If additional sites in an MU install do not have a dashboard blog
 assigned, activating users are added as subscribers to blog 1 when
 activating on any site.

 The attached patch will add the user as a subscriber to the first value
 that is set in the following order:

 site_option -> dashboard_blog
 $current_site->blog_id
 1
