 I have noticed this also.

 I entered created a new allusers.domain.com blog via site admin -> blogs,
 and then went to site admin -> options and entered "allusers" (without the
 quotes) into the dashboard blog field.

 The dashboard_blog wp_sitemeta record then contains that WP_Error text and
 there's no way to edit the dashboard blog setting afterwards.

 I deleted the sitemeta record, and then went back to site admin -> options
 and entered the appropriate blog id, which worked fine.
