 Good, I think this ticket can be closed then...

 If you want custom rules I think you should lobby for
 [http://core.trac.wordpress.org/ticket/10425 Single-User Ticket #10425].
 As long as the IIS rewriting is not implemented in a more "flexible" way
 adding your own rules will remain difficult.
