 If a plugin, or suite of plugins, is in the regular plugin folder and
 activated, upon removal via ftp, the blue area at the top still shows a
 list of plugins activates sitewide, but is now empty.

 To reproduce:
 - add plugins to the plugins folder
 - activate sitewide
 - remove the activated plugins via ftp or ssh
 - check the plugins page again
