 A very quick look at the wp_upgrade function doesn't show a hook to allow
 site admins to include their own additions to the upgrade process.
 Previously, we've hard coded in our own bits here to do things like update
 dashboard feeds all at once, change the name of a theme if needed, make
 database changes or fixes, etc.  Being able to do this via a hook would be
 a better method.

 Or I'm just missing the current hook(s).
