 If you delete an active site-wide-plugin from the filesystem before
 deactivating it, an empty row is left that requires deactivating to get
 rid of it.

 A minor defect resulting from poor site admin, but thought you'd like to
 know about it. I do it all the time! :-) In other versions of WP, doing
 this results in a complaint that the plugin no longer exists.
