#964: A blank 'active' row is left if a plugin is deleted before deactivating

Component: component1 | Version: 2.7.1
Severity: normal | Keywords: plugins, site-wide

If you delete an active site-wide-plugin from the filesystem before
deactivating it, an empty row is left that requires deactivating to get
rid of it.
A minor defect resulting from poor site admin, but thought you'd like to
know about it. I do it all the time! :-) In other versions of WP, doing
this results in a complaint that the plugin no longer exists.
