 Using rev 1728, deleting a blog gives this error:

 "Fatal error: Call to undefined function apply_filter() in
 /home/mommiebl/public_html/wp-admin/includes/mu.php on line 55"

 And if you go back to the blogs page, the blog is in fact deleted.

 Doesn't matter if you check the box and push delete, or use the quick
 delete link, same thing either way.
