 Clarification: both {{{meta-key}}} records in the table {{{wp_sitemeta}}}
 with the values of {{{active_sitewide_plugins}}} and
 {{{wpmu_sitewide_plugins}}} have to be cleared.

 This happened for me today as well, and I had to manually clear those two
 field values in order to proceed.
