 I've been testing the activation and deactivation actions with site-wide
 only plugins and they are not always firing, depending on whether the user
 clicks "activate" or "activate site-wide".

 I've modified the site-wide functions a little to make sure that the
 action reliably fires, no matter which link they click. I've added the
 same for deactivate.
