 When selecting plugins via their checkbox and bulk activating them, the
 check on site wide only is not done. This means that plugins that are
 designed only for site-wide activation are activated only for the blog.
 This will cause problems.

 This patch will add the checks needed to make sure they are only activated
 on a site-wide level.
