 It appears that when a blog admin changes the theme of their blog, it also
 updated the last_updated timestamp within wp_blogs.
 That's a concern for us as I and some of my clients have now discovered
 spammers who appear to have created some sort of automated script to
 change the splog's theme every few minutes.  Granted the folks that I host
 are using this opportunity to catch and mark as spam these folks but I
 have to admit that not every wpmu admin is in a position to do so.  Not
 sure how they're getting around the noncing.  Since the interval appears
 to be different between theme changing as far as I can tell, the
 automation of this is still up in the air. Although we did catch one blog
 that was doing it every roughly 15 seconds.  That's what brought this to
 our attention.
 Since no new content is being created, that's also a minus for updating
 the last_updated timestamp anyway.
 Marking this as a higher than normal priority as it's a spamming issue.  I
 am considered about the bypassing of the noncing though if it is
 automated.
