 On a fresh install of 2.6.1, when a page is requested that doesn't exist,
 instead of a 'Page not found' error (404) being displayed, a blank page is
 displayed.

 The template is loaded (header, sidebar, footer), and an 'Edit this page'
 link appears to admins, but no other content is displayed in the content
 area.
