 This was interesting to peg down. In a subdirectory install, confirmed on
 a fresh install, site admins are able to use UpperCase in blog names when
 adding a blog via the backend.

 Looking at the code, it misses the check for Caps. wpmu-settings.php,
 lines 26-28

 The symptom was the blog's permalinks bringing back a blank content area.
 The blog initially appears to work, but navigating to entries don't.
 Another forum poster also reported it knocked out the visual editor
 somehow.
