Comment:

 Okay, the problem is that inside the new_blog callback I auto-activated
 plugins, but failed a self security check of
 current_user_can('activate_plugins').
 it used to work with previous versions of WPMU.

 in any case, I worked around it by not checking when the new_blog event is
 called.
