 Currently source:trunk/wp-signup.php at 1393#L384 doesn't cleanly return the
 footer when 'active_signup' is 'blog' and the user isn't logged  in.
 Instead it calls wp_die().

 Added patch moves the check so that the footer can be returned cleanly. It
 also adds a login link.
