 Well as it works now which really isn't working right on the svn version
 is with the options. you can

 Disable All
 Enable users creation
 Enable user and blog creation (at the same time)
 and only Logged in users can create blogs.

 Well if you checkmark #4 only logged in users can create blogs, its
 disabled being able to register so the admin basically has to create users
 manually so they can login.

 So what i'm suggesting is that option #5 is allow user registration and
 when registration is validated via the email then allow them after that to
 click a create a blog.
