 Right now the 4 options are:
 Disabled - noone can register a new account or blog
 Enabled - blogs and user accounts can be enabled (at the same time as the
 request)
 Only User Account - Only a user account can be created.
 Only Logged in User - Cannot create a user account but those who can log
 in can create a blog.

 Need a 5th option for
 Create User Account and Allow blog creation if logged in.

 With the 5th option it will allow new registrations., but only allow them
 to request a new blog if they are a valid online user after registration.
