 Well I would have every translation we have available in the original zip,
 on install the first page is a list (or dropdown) of available languages
 (written in their respective languages obviously).

 The user chooses one and then clicks continue and goes about the
 installation as normal, with that language chosen. Cleanup would be during
 final stages of installation, every language file other than the one
 chosen on install would be deleted, getting rid of un-needed language
 packs.
