Logged in as a Contributer, I see "Create a New Blog" though that's not
allowed ... and, of course, I'm brought to signup and read "You're logged
in already. No need to register again!" The sort of transaction that eats
away user confidence.
Logged in as Admin, clicking on "Create a New Blog" brings me to signup
which serves me
1) "You're logged in already. No need to register again!" and
2) "Greetings Site Administrator! You are currently allowing 'user'
registrations. To change or disable registration go to your Options page."
In neither case is Blog Creation served by the link of that name.
Also, the operative link offered leads to /wp-admin/wpmu-options.php
I'll now set up a user who has creation rights to see if any of this
shifts around. (A person who creates a blog shouldn't have access to site-
wide settings, correct?)
I'll stop here ... just getting my feet wet.

p.s. hoping there's a way of adjusting Perms for the different Roles.
