 I know that this was closed, but I would like to argue for it being fixed.
 This bug is quite pernicious because:[[BR]][[BR]]

 1.) It silently breaks plugins, giving users no error message or any
 reason for why their plugin is breaking.[[BR]]

 2.) Plugin authors appear not to be aware of this issue.  See
 http://wordpress.org/extend/plugins/syntaxhighlighter/ for an example of a
 "broken" plugin (broken in that it stores some things in a 'files'
 subdirectory).[[BR]]

 3.) It can take hours to debug this problem.[[BR]]

 4.) The only fixes are to:[[BR]]

 a.) Patch the local htaccess file, which is undesirable since this will be
 overwritten on upgrades (not to mention tricky to get right).[[BR]]

 b.) Patch the local plugin (and ask the plugin maintainers to change the
 plugin permanently)

 I think that the root cause, the broken htaccess rule, must be fixed.
