Comment:

 I'll have to disagree here.

 Honestly, how many users in WP actually have that many themes to deal
 with? If so, they have the control to clean up their mess. An end user in
 MU (blogger, not the site admin) has no choice. For WP, it just isn't as
 viable a need as it is for MU, as it's only a small minority that have a
 boatload of themes just sitting around and it's one person loading the
 selection page.

 With MU, it's almost a given that you're going to have dozens of themes if
 it's being used as intended. That being the case, you now have hundreds,
 thousands or more little blog admins hitting that page. That's something
 that is more of a majority in MU, and multiplied by the number of users.

 Honestly, IMHO, it makes little sense in WP but makes complete sense in
 MU.

 Let's see what the MU community thinks, and all we're asking for here is
 an open mind.
