 Please consider a Site Admin option for Gravatars to decide if they want
 to use Gravatars on an install or not.  While one can change the default
 fairly easily by setting a schema default of show_avatars to false, some
 admins may not want to support them at all or would rather use their own
 system and may not want the form at Options -> Discussion to be present.
