Comment:

 I agree that the Howdy should be configurable, even with an obscure
 setting somewhere perhaps, but it's a part of WP core and it would be
 pointless to make so many changes that would have to be maintained.

 There is a plugin to do the same thing: http://planetozh.com/blog/my-
 projects/no-howdy-a-plugin-for-wordpress/

 I'm not sure if it works with the new admin interface but it's worth a
 try.
