 I don't know why, but after updating to 1323 from 1322, my MU install is
 totally fried. It infinitely redirects to /wp-admin/install.php now, and
 reverting back produces
 "No WPMU site defined on this host. If you are the owner of this site,
 please check Debugging WPMU for further assistance."
