 I was looking at the code of wpmu-blogs, and at line 388 I see:

 'plugins' => __('Actions')

 Is this the column that is populated by the manage_blogs_custom_column
 action i'm guessing?  If so, it would be nice to hide that Actions column
 if it's empty since it tends to throw off the styles on that page.
