 On line 315 of wp-admin/plugins.php can we add a filter of some sorts so
 we can disable the plugin message "If something goes wrong with a plugin
 and you can’t use WordPress, delete or rename that file in the
 /path/to/blogs/docs/wp-content/plugins directory and it will be
 automatically deactivated.

 This is not anything that our users will have access to, so it does not
 need to be there.  Alternatively, you could argue it shouldn't be there at
 all, and it can just be remove from the source.
