 On the main wp-admin page, the Dashboard header link (when submenus are
 present) is set to http://example.com/wp-admin/index.php?page=index.php
 which doesn't work. The correct link should be simply http://example.com
 /wp-admin/ . When I say Dashboard header link, I am referring to the link
 that says Dashboard (that appears directly under the Write link), not the
 one with the blog title.

 == Steps to Reproduce ==
  * Install WPMU
  * Enable Plugins Menu in Site Admin>Options
  * Install [http://firestats.cc Firestats] (for example, since Firestats
 adds a submenu to the Dashboard) to wp-content/plugins
  * Activate Firestats
  * Now the main Dashboard has a link for Dashboard and a link for
 Firestats, but the Dashboard link doesn't work

 However, the Dashboard link displays as http://example.com/wp-
 admin/index.php in !WordPress.org (not WPMU) trunk
