 Yes, I think it's necessary. I hadn't realised until now - I just looked
 in my database and there were random tables (created by various plugins)
 that weren't removed when I deleted the blogs.

 It makes sense to delete all database tables relating to a blog (not just
 the standard WP tables), otherwise custom tables from plugins remain in
 the database.
