Comment:

 Looking at the description of what is occuring though, I would say that
 the poster is either having the issue with the htaccess file not being
 [http://mu.wordpress.org/forums/topic.php?id=99&page writable] or they're
 not setting the /blogs/ subdirectory where they're installing the software
 to be writable.

 This really needs to be discussed in the forums though as it's a install
 problem, not a bug.
