 -1 for this.  Without those lines, the databases get created using the
 default charsets.  With a typical CPanel box, that's latin1 for some
 strange reason which causes lots of problems when that charset is used.

 The poster may want to search the wp.org forums for 'latin1 utf8' for the
 reasons why this is a bad idea and for examples of all the folks who had
 problems when utf8 wasn't used.

 +1 for 'worksforme' but I'll leave it open for other folks to chip in.
